Alberta Pork Swine Traceability - Manifest Instructions

ALBERTA PORK SWINE TRACEABILITY SYSTEM QUICK REFERENCE GUIDE

Swine traceability in Alberta is a manifest based system, with a copy of the manifest accompanying the animals. It is not a complicated process and individuals responsible for filling out the manifest are only required to complete their relevant section.

Four different manifests have been approved for use in Alberta: 

  1. Alberta Pork (provincial abattoirs & Country Fresh Pork)
  2. Sunterra (Trochu)
  3. Maple Leaf (Lethbridge)
  4. Western Hog Exchange representing Olymel and Sturgeon Valley

This approach was adopted to take advantage of existing reporting and movement processes already in use by these four federally inspected plants and by you their producers. The Sunterra, Maple Leaf and Western Hog Exchange manifests have received simple modifications to capture all the mandatory movement data required by Alberta’s Swine Traceability System and its supporting regulation.

If you are shipping to these plants and using their documents, just continue to do what you are already doing.

At each step in the movement chain a copy of the manifest must be retained, therefore, the shipper, transporter and receiver must retain a copy of the manifest and keep it on file for a period of five years (an electronic copy is okay.)

It is the responsibility of those receiving swine at the final destination, either packer or assembler to forward a copy of the manifest to Livestock Identification Service, Alberta Pork’s movement data service provider, within 48 hours of completion of the movement. See special notes on assembled loads at the end of this outline.
 



PRODUCER (SHIPPER) MANDATORY INFORMATION

If you are shipping to Sunterra, Maple Leaf or through the WHE, completion of their documents meets traceability requirements, but both the producer and trucker must retain a copy of the document.

If you are using the Alberta Pork manifest you must complete the following steps:

• Complete the shipper portion of the manifest.  This portion of the manifest is normally filled out by the producer and must be done in advance of the shipment.
• Ensure the transporter (trucker) portion of the manifest is completed.
• Retain a copy of the manifest.  This copy must be kept on-farm for a period of five (5) years.  Remember an electronic copy is just fine.

Please Note: both the shipper (producer) and transporter (trucker) information must be completed on-farm and prior to transport.

It is mandated that the following information be completed on the manifest; most of which can be found on the Alberta Pork producer card (enclosed with this Quick Reference Guide):

  • Premise Identification (PID) – This is a unique number assigned to the production facility (farm) by Alberta Agriculture and Rural Development and listed on your producer card. If you are looking to register or have a PID issued, visit www.agriculture.alberta.ca/premises.
  • Premises (Farm) Name – Premises name as registered with Alberta Pork and listed on your producer card.
  • Producer Number – Assigned by Alberta Pork and listed on your producer card. Your producer number should be a six digit number. If you do not have a producer number please contact Alberta Pork at 1-877-247-7675 (PORK).
  • Registered Producer Name – Registered producer name on your producer card.
  • Representative’s Name & Signature – Individual preparing the movement document (manifest).
  • Drug Residue Declaration – Confirms slaughter swine have met drug withdrawal timelines.  The Animal Health Act regulations are being amended to make this mandated information.
  • Ship To Name (Receiver) – The corporate or common name of receiving facility to which the hogs are being shipped.
  • Type of Destination – If using the Alberta Pork manifest, check the box that best indicates the type of destination (slaughter, assembly etc.
  • Ship To Premises ID – This is a unique number assigned to the receiving facility (assembler, packer, abattoir) by Alberta Agriculture and Rural Development. It is important that you acquire the premises ID of the facility to which you are shipping hogs.
  • Number Shipped – The system must account for all hogs shipped and the number shipped must match the number received.
  • Hog Identification – The identification of the hogs will in most cases be the registered tattoo of the premises from which the hogs are being shipped and listed on your producer card. Alberta tattoos are five digits and should end in six.


TRANSPORTER MANDATORY INFORMATION

This mandated information must be completed before the producer copy is removed and left with the producer.

The trucker must retain the transport and receiver copies of the manifest until the hogs are delivered to the final destination (either packer, abattoir or assembler). The trucker then passes a copy of the manifest to the receiver and retains a copy for the transporter’s records. An Alberta Pork approved manifest will be required by the trucker to pass through weigh stations or produced at highway checks. 

  • Transport Company Name – Corporate or common name.
  • Trailer & Tractor License Number – Two license plate numbers are required, the trailer and the tractor.
  • Driver Name & Signature – Self explanatory.
  • Date & Time Shipped – Year, month, day & time.
  • Number of Head – Number of swine loaded must match the total listed in the producer section of the movement document. No discrepancies will be accepted.

 



DESTINATION/RECEIVER MANDATORY INFORMATION

This section of the manifest must be completed by those responsible for receiving the hogs at the final destination. Because this stage terminates the movement, personnel at the final destination (packer, abattoir, assembly) are responsible for ensuring a copy of the manifest is forwarded to Livestock Identification Services (fax number is on the manifest) within 48 hours so that the data can be entered into the provincial swine movement database in a timely fashion. The receiver must retain a copy of the manifest for a period of five years.

  • Premises ID of Destination – Unique premises identification number assigned the processing facility (packer, abattoir, assembly) by Alberta Agriculture and Rural Development.
  • Premises Name – Corporate name.
  • Receiver Name – Printed name of the individual receiving the swine.
  • Receiver's Signature – Signature of the individual receiving the swine.
  • Received Date & Time – Year, month, day & time.
  • Number of Head Received – This is important data as it will be matched by the number of head shipped and any discrepancies must be resolved and reported, such as in a special comments area of the manifest.

 



SPECIAL NOTE ON ASSEMBLED LOADS

When hogs are assembled on-truck (multiple pick-ups) and delivered to a packer/abattoir, each pick up requires a separate manifest. Copies of these manifests must be sent to the Livestock Identification Services by the packer/abattoir within 48 hours.
If the hogs are assembled in a yard, pigs delivered to the yard must be accompanied by a manifest and a copy submitted to Livestock Identification Services within 48 hours.

Hogs subsequently transported from the assembly yard to the packer/abattoir must be accompanied by a new manifest that identifies all tattoos contained on the load with the packer/abattoir submitting a copy to the Livestock Identification Services within 48 hours.
